Experience has taught me I can wear short running skirts and shorts, until temperatures are about 51 Fahrenheit. When temperatures drop below 51 Fahrenheit, I'm not sure and more research is needed!
This morning I wore my baggy running shorts, the ones I wear when I like to go 'commando' because they don't require any underwear. On top I wore a tank top, and a short sleeved t-shirt. But there was a chill in the air, and I felt goosebumps forming on my arms. So I went back inside, and started rummaging through my cupboard until I found my Asics armwarmers.
When I first got them, I thought they were very odd garments, but I have grown to love them.
So I put them on, and sure enough, after ten minutes of running they became superfluous. So I pulled my arm warmers down allowing the cool air to touch my heated skin.
Arm warmers are definitely great transitional clothes!
In the back you can see a little boy on a bike. That's my youngest son, worrying he'll be late for school because his mom his having her picture taken.
What temperature is your threshold for wearing shorts and short running skirts?

I LOVE running in a skirt and a long sleeved shirt!!! Fall weather is great! When it starts to get chilled I usually go to capris and a long sleeve.
I'm pretty much out of the shorts and into the capris at this stage. Wear a long sleeve shirt mostly now as well.
Our season's just starting to turn warm and runs in sleeves and capris are great for the first 5 minutes then uncomfortable for the rest. So I'm sucking it up and wearing a singlet and shorts. A few minutes of being too cold at the beginning is better than an hour of misery.
